ICOM IC-756 PRO II -- TECH SPECIAL -- RECEIVER IS WORKING (TX issue)

Was a great radio until the power supply failed, and put 28V into the radio.  Recapped the 1000mfd power caps. Checked receive functions, no issues apparent.  Tried to key up in RTTY with the power out set to 0, and the SWR showed very high.  Cooling fan went into overdrive.  PA board and finals were checked ok.  I was told there are diodes on the Tuner board which are the issue.  Draws high current in TX.
